This report, the second in the Twentieth Century Fund’s series of studies on the privatization of services in the New York metropolitan area, forcefully argues that the deep convictions and strong rhetoric often asserted on behalf of privatizing schools are based on wishful thinking. The notion that funding the privatization of the nation’s public schools entirely with tax dollars can lead to a no-cost improvement in urban schools is attractive enough to be included in countless candidates’ campaign appeals. After examining what the actual experience has been with privatization around the country, the authors of Hard Lessons conclude that the promise of saving money and enhancing educational quality through privatization is, at a minimum, being oversold. But while privatization is no magic wand to cure the ills of the nation’s urban school districts, that does not mean that reform of the school system must be abandoned.
